As for those other games not being added. Ask the publishers. Steam cannot add games trhe publishers do not bring to them.
Since these sorts of games like to feature real world brands and car models it may have something to do with that.
The OP clearly loves racing games. Me.. I consider them to be lazy dreck,
As for old games that got removed, their forums are still there, so you can ask in the forums why they got removed.

Yes that's right, but on Steam shop there are some of the "need for speed" game. ;)

For it's licensing problem GTR2 Simbin game have black cars (No texture and brand) ?

I find it too bad is not have all good games on steam store :(
I only mentioned a few games that I know, but there are enormous that you can not buy.
There are various licenses involved with racing games.
Ranging from the teams and leagues to the very car itself. Which can include brand, likeness and even sound.
And it's all but easy to distribute the changes. You can't just issue an update as this will - especially on Steam - cause former owners to lose the licensed content as well.
Thx for information, I find it sad that licenses are not forever for such and such games.
If I understand well, all racing games are doomed to disappear of sales at a moments or another then ?
or continue to sell, and to be obliged make vehicles without texture or without brand ?
