EDIT: Yes, I just checked the forums for it, and it is indeed under constant development. It's not just an "old game", it's essentially a full-fledged remake.
Snif Snif
This takes months, maybe even years and costs some million dollars.
Thats why most games cost about 20 - 50 when they are released.
But in this case, most of the game was already there, since 1999, when the first Age of Empires 2 came out.
Most programming, balancing, designing units, making up the graphics.. everything was already there.
There was just a team needed, to adapt this excellent game to modern technics, state of the art resolution and Steam Multiplayer.
So come on! We want this!
But not for this price!
On a personal note, if I had money left, I'd totally buy it for $14. And many people agree with me.
Ask the publisher as it was stated in the very first reply.

5 years later and you still haven't picked it up on sale when the collection dropped to EUR 10 and the base game to EUR 5-4.
Answer has not changed in those 5 years, so I don't see why you felt a need to bump this thread.
Developers set the price. Contact them if you want a lower price or wait for a sale.
Achievements when not cheating will take you over 1000 hours easily, the campaigns are the same as the previous 1995 version but they are good compared to - wait, is there a comparison to an AoE game except for its Prequel/Sequels? Also the DLC campaigns are really well done.
The only negative points on this game are purely personal opinion and very limited. Also rule #1 on Steam is don't buy a game unless it is on sale.
Also I agree with Spawn of Totoro, why necro a 5 year old thread lol
