If it was Valve, then they may have felt it had child exploitation in it or contains some other illegal content. Give they seem to bee school girls in the game, that may be possible.
Or the developer could have changed their mind as well and may choose a different platform for it. I can't find any post stating it was removed by Valve, at this time. Could also be they put the game on hold for Steam release and may intend to bring it latter. Looks like the release date changed a few times.
It actually is illegal in quite a few places. Even hosting such content, even where it is legally allowed, would get them into trouble.
If Valve doesn't want a backlash from such content (and it would be a huge backlash), then they are not going to change their minds, regardless of the legal status.
It honestly isn't even worth discussing, let alone arguing about. It isn't going to happen, nor change.
You feel free to get the game elsewhere, because if there is a possibility of it having what it seems, based on what you said and what I can see of the game's trailer, it won't be on here.

It's well known within the Japanese localisation industry that Valve do have a prejudice against Japanese content. Or more specifically, certain members of the staff. The inclusion of outright sex doesn't even factor into it all the time. Valve have refused to release "all-ages" Japanese games, too.
For that matter, when Ar nosurge: Ode to an Unborn Star Deluxe released, Valve were the only ones to demand a non-sexual scene be edited. Both Sony and Nintendo allowed the scene in its original form.
But yes, ask any company that specifically focuses on Japanese content and Steam release and many, if not all, will have a story to tell about the problems of getting games released on Steam. (For the record, I worked for one such company while they were dealing with this exact problem for a game that didn't even feature sex in it).
Plus the games like to dodge around exactly what got censored and use general posts to try and cover it up, which they then use to try and make themselves victims because their underage girl sex game got censored.
Nah, lol. When Valve gleefully allows games like the following onto Steam while banning Japanese VNs because they have school uniform or something, it only makes them look like a bunch of paedos, let's be honest.
Valve is a bit inconsistent when it comes to Japanese eroge. For example:

It's all well and good that adult content is allowed on Steam, but the vagueness of the rules makes releasing them on Steam a risky proposition. Many developers stay away from anything even remotely resembling anything that could be considered a school and give all characters enormous breasts to erase any possible question as to whether or not the entirely fictional characters are over the age of 18.
Another difficult thing is that once Valve has decided a game isn't allowed on Steam for content reasons, there's no appeal. There's no making adjustments and resubmitting. It's just banned, and only in exceptional circumstances when enough people make complaints will they rarely go back on their decision, which is what happened with these games:
Public outcry about a banned Japanese eroge is unlikely to be heard though, since anyone calling for a reversal of a ban is immediately labeled a paedophile, and trying to defend oneself against such a vile public accusation is distressing, to say the least. Most people will just keep their mouths shut to avoid becoming a target.
