I'm still in shock that someone actually wrote a comment trying to tell people that using an outdated web browser for buying stuff online is safe. There's not a lot of words to explain how awful that is. :(
the mods arent going to lock this thread for some random nonsense you make up, sorry thats not how this works.
also i like how you threaten the people in this thread, of getting their thread locked, if you cant intentionally keep harassing them and everyone who joins the thread, or threatening others specifically.
not only have you been told several times, that those people dont care about your "security" preaching, but you were also told the versions (most are using) are no different than the current/latest version, thus there is no "security" issues.
and in case you didnt know it, steam has been using outdated CEF versions, for a very very long time and steam provides their own security fixes.
as for browsers, who cares... if someone wants to use an outdated browser, thats their choice and not yours.

When you say to add this to the shortcut, add it where, and how?
right click program, click properties, click in target name field (box with programs name in it), add a space at end of name, then paste in mentioned command.
you can string commands together as well, though they all need to be spaced from each other or they wont work, at least thats what i have seen, i wouldnt know the technical side all that well.
not sure if its the exe or the dll of steam? seen someone mention something about that when talking about a command to disable all steam connections for testing or to lock the client into a forced offline mode.
its basically the same thing you can do in steam with games (right click game name in steam library tab, click properties, paste commands (use commands that work on the engine the game uses) into "launch options" box in menu to the right) and then steam handles the commands, but in this case, you are doing it outside of steam and for the steam client itself.
you can do the same for games outside of steam, or steam games... simply search the engine the game uses and find the command list, some of them can help with performance, along with other stuff.

So I did that, but I still get "Friends network unreachable" when I try to use Friends. Are there any other workarounds? I'm trying to look through this thread, but it's a bit of a mess.

not sure, you will have to wait for someone else to answer, or sift through the thread.
1. You need a version of the client that still allows -vgui
2. You need a .cfg file (mentioned in the OP post of this thread) in your installed Steam folder
3. You need to have -vgui as a launch parameter on your Steam shortcut
4. You need to have -nofriendsui as a launch parameter on your Steam shortcut (leave a space after -vgui and then enter that text)
5. In your Steam install folder, should be a folder called "package" - rename that folder to something else (I used "packag1")
6. If you launch Steam using all of this, you should have access to the client using the old UI and with a "light" version of friends.
The above is more or less what I have running right now.
Note 1: In your library, your friends will not display and you'll see something about "sign in". Ignore it. You can still message friends as well as game with them. One draw-back is the inability to use animated stickers and chat effects when sending friends messages, but meh.
Note 2: Make sure your .cfg file isn't just named with ".cfg" at the end, the actual file type needs to be read as such.
How do I obtain a version of the client that still allows -vgui? I followed all the steps in the original post, so I have whatever version of Steam that is. I also have the .cfg file. I tried putting -vgui as a launch parameter, but that hasn't done anything, so I assume the version of Steam from the original steps doesn't allow -vgui.
