ISP Speeds are advertised in Mb/s (Megabits a second) Steam shows speeds in MB/s (Megabytes a second).
8 Mb = 1 MB
150Mb/s is about 18MB/s so you are getting real close to your max speed.
Other factors are:
Other people using your connection.
How many are using the same cable pipe at the same time (cable is shared with many people around you).
The speed of your LAN.
Wired or Wireless.
The hubs between you and Steam's servers (no connection is ever a direct one).
There is a lot to consider. Your speeds are good though.
A good way to test is using a speed test site, such as:
http://www.speedtest.net/
There isnt a 150MB link direct to Steam just for you.......... there will be others sharing.

Well the OP has mentioned that his peak usually is around 15Mb/s but now it has dropped to 1.5Mb/s. I think that's his issue.
To answer the OPs question, it because of the xmas sale that is going on. It attracts a huge amount of users that are all downloading games, which overloads the servers. During the xmas sales, the download speeds are considerably slower.
