That's not the point. Yes you may be able to buy it to play here, but what if you are currently on holiday and when you get HOME again, you wouldn't be able to play it because it is region locked elsewhere?
If they have removed it, then that's worrying for people that do go to more than country.
Over all you cant buy outside of your country Store, even if you go some were else you have to use a link to use your Home reguin store page

You'd need to give a clear example of where it should be presented but is not. I've also disabled Enhanced Steam and the warning persists on BO2 so it's not the addon that's generating the warning

Actually, in most cases no. Region lock only applies to activation, but not anytime thereafter, so you can continue playing it abroad with no issues. But if you are Russian, then yeah quite a number of AAA games won't work at all outside Russia.
But this is more relevant for trading/gifting.
So just asking, is these something that show only on the russian store? i do not think i ever seen a region lock message on any game..
Regions where games are cheaper have region locks. South East Asia, Russia + CIS and Brazil are usually the regions.
No Thief is really region locked. Like I said, there are others, but I can't recall and list the lot of them here. Previously, all of them had the warning.
Ok thanks. The other games off the top of my head are Shadow of Mordor, Borderlands Pre Sequel, Wolfenstein and Civilization Beyond Earth.
I think it is intentional though, just not communicated to us why.
