Postal II is the perfect, classic, edgy early 00s game. You can play it as a pacifist, or you can go nuts and just go on an absolute slaughter spree. Douse people in gasoline and ignite them, pee on people, chop off heads and kick the head around like a soccer ball. This game was made specifically to upset your mom.

Postal 1 is really old and simpler. Postal 3 is garbage, avoid it. Postal 4 is troubled, but I think there's some fun to be had there, and they plan to keep updating it. Postal 2 has had updates even 20 years after it's release to keep it going well on modern machines.
It's not on Steam, but GOG has Soldier of Fortune[www.gog.com]. I recall being shocked and delighted that you can blow someone's leg off with a shotgun and they don't just die. They fall to the ground clutching their bleeding stump while screaming in agony.
Pretty much any GTA game can satisfy this. Just go on a killing spree downtown and see how many you can kill before the cops and army finally take you down.
