In some states theres taxes on Gift Cards, so buying 2 x $20 cards would be like getting double taxed. So its usually better to just buy 1 $50 card.

Buying 2 x $20 cards would would be the same tax as buying a single $40 card (if they existed). A single $50 card would have more taxes then 2 x $20 cards.
Taxes are based on the value of a purchase, not the number of items sold.
A gift card is not taxed when it is purchased either. Taxes are applied when at the store when buying items from the store, not a gift card. Otherwise it would be double taxed as the tax on a gift card + tax on items bought.
Unfortunately, there is not way to get $40 on to a single card.
They are made and coded for a specific value before being sent to the retailers.
Where I live its 3.95 for the gift card itself plus the cost of the card.. so 2 x 20 cards would be around 48 bucks for 40 dollars of steam money. As to where one 50 dollar card would be 53.95.. That is what I meant. Sorry for the "Tax" confusion.
Where are you getting charged that from? I have never heard of a fee like that unless it was for a pre-paid Visa gift card or such, not for department store or specialized gift card.
Sounds like crap to me, but hey i can't force them to give me something for free.
Really strange that the states you live in are charging you extra for "the plastic". That sounds like you've been getting ripped off. i've lived in Massachusetts, Connecticut, and Oregon in the last 5 years and never been charged more than the cost of a gift cards value.
Gamestop might'ave been ripping you off.
That's just it. They get a cut from the sale of the card.
Try Target. They have Steam Gift cards there, see if they also charge extra.

What a bunch of crap. They were picking your pocket. CVS, which has stores everywhere, sells Steam Wallet gift cards without this tax crap. Getting taxed twice is just offensive.
Gift cards are not taxed and there is no (authorized) activation fee for them.
