How does the top seller list works? (first tab)

Disclaimer: I have nothing against the game in question. I do not know the game in question. I am NOT a game dev.

But I'm curious to know how steam ranking works - because something called "hammerwatch II" is THE top seller , FEATURED etc on the steam store UK and top seller GLOBAL.

Now, I don't know how many units of any given game are shifted on launch day, but with only 13 reviews, and the outcome being 'mixed', this makes NO sense to me.

Can someone from steam shed light on this? I'm very curious because it seems to be some sort of algo to promote 'more niche titles' rather than a true reflection of sales numbers.
