It's not "global" it's Rest Of the World. So any country that does not have their own currency (and is not using Euro).
Argentina has always had problems with this. brazil and argentina scammers are why south america has had blocks on many transactions in the past, not just on Steam. Seems like it's coming up all the time again now.
I feel very, very sorry for the people living in Argentina - I know a good number of them online - because their currency is in such a shambles.
There were never "global" cards. Valve simply allowed any Steam card to be used and converted the currency. Now cards are restricted to their specified regions.
Not sure what meaning that is meant to have, but no I'm more pointing out, that in the last week alone there've been like half a dozen posts regarding either 'my account is trade banned' or 'why can't I use x currency any more' and they all have Argentina in common, sadly.
