The new gifting rules are absolutely lame!
Seriously just trying to buy Raft for a friend in another country who has been gaming with us for a while but due to personal reasons they cant afford it right now. I've never known about this rule change, which apparently happened in 2017, until now.

Honestly this was just stupid, if you wanted to do this for regions that would have insanely LARGE price differences, sure, but to do it between Canada and the US is just dumb.

It's actually a $2.77 difference, as CDN$21.99 is equal to US$17.27. That makes it a 12.44% difference between US and CAN which exceeds the 10% threshold and prevents gifting between the two regions.
$2 difference is small to you... but if 1 million units
get sold for $2 less.... thats like a loss of $600k
for steam.. and about $1.4mil for the dev..

That's done to prevent wallet abuse by sending money from your wallet to others with stolen accounts or illegally bought funds.

I wish Valve just took GOG approach to gifting between countries. Regional prices exist for a reason - salaries and cost of living is different between countries, but if someone from a country with cheapest price will have to pay either destination country's price or average US price that can effectively block the abuse of things people did in the past - like when a dude from a country with very high salaries looks for the cheapest sale prices country, finds someone from there, offers him 200 bucks from 3000 he'll have to spend on games and buying a few hundred games ezpz. What GOG did is simple - gifts have universal price (US price i think).

Unfortunately far too many people decided to make a business out of gifting Steam games from cheaper regions to the more expensive ones.

GOG doesn't have the number of users or available titles Steam has, so they can use a different approach. Keep in mind GOG's policy is grounded on the fact too many popular releases aren't even sold there due to DRM.

I understand how the system was abused and rules had to be put in place but it really sucks for the average player like op trying to gift to a friend

people will always abuse the system for a buck, we literally can't have nice things :\
