Never tried it as I tend to play a stealth archer in these games, but you can create spells in it, after joining the Mage guild.

Not from my experience. Just play the way you want and you level naturally. I tend to do a lot of exploring and side quests, as I enjoy the lore of the games.
Also I wish they remake Oblivion in newer better engine....
I actually find it the opposite. It's too easy to level up most skills to the point that most of the players never see lot of the enemies and items in the game because before they are replaced by higher level ones. I actually design my characters in a way that slows down leveling up and also use mods to increase the skill level up requirements.
