If steam going to do this ♥♥♥♥ then they might as well ass "Short Review or Thoughts about the game in replacement for review".
It can be falsely flagged as well.

Like why the hell funny option exist then?
It was quite prevalent not too long ago. Hijack an account, change all reviews to promote spam websites or make new ones with the games at one's disposal, and upvote them using your bot network so they bubbled up the community tab and catch people.
It mostly grinded to a halt now, but only because measures were put into place to disable the steps above, one of which you unfortunately ran afoul of. As Matt said, if you disagree, you have a link to Support to contact them. I wouldn't hold my breath though.

Which wasn't trying to be funny, it was making a legit fair point that references that the game has improved after fo76's very bad launch back in late 2018.
When a review is banned, it triggers an e-mail and a cool down period. This is done to let user know their account may have been compromised and used to upvote scam/phishing reviews (reviews with links to scam/phishing sites) and give them time to secure their account.
As these bans were accidental, the restriction in the e-mail should have been removed as well.
