It's a scam, yes.
He just said he is transfering the money to my account
but Im really doubt about this process
I've been told someone using my name to scam people(not my account)
and he gave me the skype chat to contact someone from steam
And he asked me to fransfer some money to a wallet in order to proof myself is not guilty to scam people
Don’t trade him anything, don’t give him money, don’t trade anyone for now until you get clear of the scam and can be sure your account is secure.

Follow steps 1-6 to secure your account:
1. Scan for malware https://www.malwarebytes.com/
2. Check that the email and phone number on the Steam account are still yours.
3. Deauthorize all other devices https://store.steampowered.com/twofactor/manage
4. Change passwords from a trusted/clean device.
5. Generate new backup codes for your Mobile App https://store.steampowered.com/twofactor/manage
6. Revoke the API key https://steamcommunity.com/dev/apikey (should be nothing in the APIKEY)

Sounds like you'd rather be scammed than listen to anyone else but the scammer. Good luck with that.
People can *say* all sorts of things. That's how they scam you.
Another popular scam is to get a Discord message from someone saying they accidentally reported you for cheating, and you need to click the link to fix it.
The real Steam/etc don't contact that way.
edit: sounds like you need to watch out for all the scam phonecalls, too.
"This is Jessica, from your credit card service center. There's a problem with your card. . ."
"This is Amazon, your iPhone order is ready to ship, but we need to update your billing info. . ."
"Hey grandpa. . ."
