is there anyway i can over lay a transparent picture over the game ?

i am playing armored core 6 and want to over lay a transparent picture over the emblem creator so i can trace pictures

is there maybe like a broadcasting app or something that would be capable of doing this ?
i heard someone mention they where using a over lay to trace pictures but i dont know what program or how they where doing it and cant find the discussion anymore to ask them

open image in the overlay browser and pin it. you can make pinned overlay windows transparent by that halfmoon icon thingy next to the pin.
