Pretty much, yes.
It sucks but buying games is not a life important necessity.
Its a hobby. So put games you want on a wish list and buy them when they are on sale or look around for stores that sell Steam keys and have the games you want on sale.
Switching your store country to one you do not live in to buy games on the cheap is considered fraud and Steam can terminate your entire account for it.
so ... conveniently while circumventing regional restrictions they also picked the cheapest currency on Steam that is available to do that.
that is a bad look, Valve, a really bad look for your honest customers.

Has more games than I do, but of course the poor one can't help but buy 20 games every month. And the economy is so bad, how do you manage to have a good PC.
