That is an fascinating creative project that should be allowed remain on Steam.
The creators have weight to bear indeed, it's weird to ask for personal details even if it's for an offline only game.
They can easily get around the issue by making a random generator for the details in-game.

SSN is very sensitive information in the states... if leaked, scammers can get away with many sketchy stuff with it

The game made the mistake of mess with private info, that might be the reason of why it was removed.

If the sourcecode was given or is simply viewable because it was made with renpy or something like that, then Steam's Team could check how valid it is and whether or not it breaks the rules In a way, if done right, it could be seen as both a game and an assist tool or... a project that turns filling in forms into a game.
but....

It may have been too risky since Steam doesn't support not-taking-screenshots and opting out of letting users upload screenshots and artwork about the game.
If anyone would fill it in legitly and make a screenshot, it would be extremely risky for them and the game, as a game shared by a community, incites telling eachother about it or showing it to eachother.

So simply because it is exceptionally risky, Steam may choose to opt out of it even if it abides its rules.

I doubt there are many people with an income which would require filing taxes would fall for this.

But it's good that they removed it. Probably illegal in the U.S. anyway.
