I just wrote steam this, when flagging the "games" of that guy. Most likely he is russian or chinese.

"Hey Steam!

Please look and this and the other "game" by this developer. These are rendered pictures, and not screenshots. The "developer" enabled preorders, has not uploaded a video and is deleting each and every thread in his forums.
You know what that means, don't you? He will collect the preorder money and then bail, without ever releasing anything at all.

Please stop this, there will be an outrage once he bails and people have lost their money. And you know how consumers are... they will blame you. "

Feel free to forward this to the common news outlets like IGN and PCgames, they will surely be interested.

They do pull review bombs or really obvious fake reviews, but anything that falls in the grey that might be legit is left up.

I don't think they even pull review bombs, they just apply a filter which we can turn off. Not sure about obviously fake reviews though.

if there are fake reviews and that is proven by Valve, they kick the partner off Steam. happened enough times already. since then reviews are no longer in confidence metric, so less devs even try it.

99% of steam reviews few fake anyway since they're all point farms

Legitimate?
There wasn't anything to "cheat" at. (If you actually followed the thread, you'd see the depot was empty. ie no files, no game...)

The other 2 games, "Racer" and "Medieval" were not released yet, but both had stolen artwork just the same as "Pirateland" did.

Does the word "stolen" not mean anything to you? They clearly were not "legitimate"
