Most gaming client will drop support for Win7. If not all of them.
They will be dropping support for Windows 7/8/8.1 as well.
Closest you are likely to get to what you seem to want is GOG games with their stand alone installers. GOG Galaxy already dropped Windows 7 support, so that part would be a no-go.
Numbered. As in days are. It's only a matter of time before Epic too announce that they won't be supporting Windows 7. But you might be lucky, their feature lacking launcher might last a little longer before one of the updates permanently breaks it on unsupported OSes.
There is no guarantee GOG offline installers will continue to support Windows 7/8/8.1 indefinitely. GOG dropped support for Windows XP when they updated the installers way back when. You'd need to backup your entire library to ensure that that wont happen and keep backups of those backups so they're not lost to drive failures or data corruption.

No you cannot move games over to Epic. Also Epic is already discontinuing support for Windows 7/8. They just killed the ability to play Fortnite on 7/8 and the EPIC store is next, so they will probably kill support BEFORE Steam kills their support.
So, it's only the question of when and Steam at least gave you some headsup.
