you have no direct control over it. either Steam discovers other Steam installations in the local network or it doesn't.

There's settings to control wether you allow download to your own account, people from your friends list, everyone or not at all.

I run pihole on my network and my devices. It's looking like my devices aren't downloading from each other, is pihole to blame?

I use PiHole as well and i'm not having any problems.

But check your 'query log' for blocked elements (you could be using a overzealous block list).

Other than that, have you checked your Steam settings (on both clients)?

@BloodShed, no blocked queries right now. Strange. I'm testing it with trying to download Cuphead on my desktop from Steam Deck but it's looking like it's downloading from the internet. hmm

Requirements

Any Steam client or Steam Deck can receive game content from another client on their LAN, but there are a few conditions that have to be met before the local transfer can take place.
  • Only a PC running in Steam desktop mode can host a network transfer. Steam Decks, PCs in Big Picture mode, and custom launchers can't transfer their files out over the local network.
