When you say verified, do you mean via your card provider, such as "3D Secure"?
you can verify your debit/credit card through the Steam settings by having them do a temporary charge on your card and use that charge number as a verification.

they answered the refund ticket and denied it (human answer)
and ignored the fraud one, the ticket is still open to be fair, but i provided evidence that the used card is mine by verifying it on steam
I was going to say, with that one retailers are supposed to accept it as "absolute verified owner" if the authentication is successful.
But that's totally different to the one you mean. I think what may have happened here is that your main account (this one?) has the card tied to it already, and as you've added it to that other account, it's flagged within valves system. And perhaps they think it's a stolen card because of it.
In any case it sucks, but as forum users there's nothing we can do about it. I hope valve are able to get it sorted for you. I guess you're just going to have to keep contacting them to get your money back.
its there under "account details & settings" for years. its not new.
guys i get it that you never had to verify payment. I travel a lot, its normal.

verifying a card on steam is a normal process, trust me, ive been on here for 20 years.

Valve does do it as the OP said. It is mainly to restrict usage of the community market though, not of the account.

Interesting, never once had to validate a credit card ever on Steam. From that link, it's only needed to confirm you own it for Market trades of all things.
"Account details" of course exists, but 'settings' doesn't. The "settings" options is only present in the Steam client. And any associated payment methods are only listed under "account details" / "Store & purchase history". Nothing about settings.
And I just looked it up: there is no option to "verify" a credit card. As soon as you use one to pay you have the option to associate it with your account, not prior to that. You can't add payment methods out of the blue, you can only edit already associated ones.
Sorry, but parts of your story don't add up.

Aha, Spawn added some more clarity here, but if you actually go to that verification page it clearly tells you that only cards which require verification will be listed there. However, having paid with credit cards myself I never had to do it.
Which then makes me wonder if a card might be deemed "untrusted" when it's there.
One way or the other... you'll have to take this up with Steam support.
