Try not to buy anything while these issues are occurring. There have been people who purchased games while the outage happened to where they never got the item of purchase. Once they were able to reconnect to steam services it said they had the item but it wasn't in their inventory.

the maintenance stuff that broadly include network outages and server software updates usually is at 0100 UTC(1800 pacific), if it was planned.

otherwise things happen when the Valve person working on something feels like it.

Yesterday I found in my "market history" suddenly 1 complete set of 5 CSGO cards, which I did not buy. I assume they took money of my account? So somebody buy them but did not get them...!?! So what do I do with them?

If they are game cards as in the trading cards it may not have been bought you might have earned them if you play CSGO.

CS:GO card drops only happen if you spend ~$9 in game. F2P games don't drop card going by play time.
