It is the same stance either way. It is for all adult content. The adult DLC is protected the say way adult games are. If you access the game's store page while not logged in, it will say that two items were hidden due to account preferences.
It has also been like that for a few year now (at least), so not really a recent change.
For the simple reason that those lazy developers want to play both sides. See, if you use the DLC you're changing the game as it's listed on Steam and as a result.. Steam will pick that up as 'modding', meaning so much that... don't dare to share such screenshots because those don't match the content of the base game.
A DLC may enable adult material but if the base game isn't listed as being adult then posting those screenshots can land you into trouble.
Which is why I think this is a cheap and lazy tactic. If they had balls they would have labelled their game as adult and provided us the full intended game, not this garbage. And in this case it pains me to say this because... I enjoy adult games at times and yet I never bothered with the Nekopara DLC because... well, I wasn't fully aware and most of all... I think this game is pretty good in its own right.

They get to sell games for the non-adult and adult audience, it's not the worst crap ever.
They wouldn't be able to recoup costs with selling only the adult version most likely. That's not how the market works. Why do you think only cheap games are adult only? I haven't ever seen a AA or AAA adult only game.
Steam is about using the Steam facilities, and that includes sharing screenshots and such for your and other players pleasure. Can't do that when this garbage is in effect.
Strange.. for someone who asks about adult games you sure suddenly claim to know a lot about it despite your OP telling otherwise. Why am I not surprised ;)
Adult DLC is a cheapscape tactic for lazy developers who don't want to take this as serious as they should and instead they'd rather put the blame of any fallout with their fans. Now what does that tell us about them, hmm?
If you want to address the adult market at least have the balls and/or decency to do just that. Don't take cheap shortcuts.

You do realize that they could also opt for using 2 game hubs, right? It's a cheap skate lame tactic. No more, no less.
It's not as simple as you are making it out to be.
If you want us to be able to share screenshoots of games that have adult dlc, make a thread on the suggestions forum.
Also, this thread is not addressing the adult market, it's simply a question. But if you wanna go in that lane..
I love the way steam handled the adult market including adult dlc for non-adult games, even if you can't "share the screenshoots". For me they're miles ahead of every other platform. Even with their shortcomings it's fine by me.
I don't have to. All it takes is for the base game to include these materials and thus be tagged as an adult game. Then I'm fully free to share such screenshots because those fall into the game hub and thus will get restricted according to the games own ratings.

I'm not asking for any change on Steam, why do you think I'm calling those developers lazy cheapskates? You defended them, you claimed to understand and now... that's borderline trolling. Especially because I already spelled it out above:
Instead of using the cheap way of using DLC the base game itself should have been marked as adult; include all the materials from the get-go and then us players can enjoy the game on Steam to its fullest extend: which would include the sharing of screenshots because the game itself (and thus its hub) is marked as an adult game.
Easy.
Unfortunately there are many lazy cheap-skate developers who want to have it both ways. And as a result many players find themselves in trouble if they share such screenshots on their screenshot profile showcase because... the game wasn't rated adult so such screenshots are not allowed.
Lame & cheap tactic.
So far all you told me I was wrong yet I have never heard any actual arguments.
I might take this approach once we get close to release.
