All of the issues you have listed are either due to your country or bank's limitation, not Steam.
true, but steam can help by making a transfer option possible
COPY PASTE OF @Guen McNicole comment:
Actually I also think paypal is shady af, i still use it but i'd prefer an alternative.
For those planning to go on the same conspiracy tangent as the first replies ive seen, here it is on paypal's own website: https://www.paypal.com/us/webapps/mpp/ua/useragreement-full#restricted-activities.
Under restricted activities:
"Provide false, inaccurate or misleading information;"
Here's them claiming the rights to your money if you violate their policy:
"If you’ve violated our Acceptable Use Policy, then you’re also responsible for damages to PayPal caused by your violation of this policy; or
If you are a seller and receive funds for transactions that violate the Acceptable Use Policy and said violation is associated with fraud or the sale of goods that are counterfeit or otherwise infringe on intellectual property rights, then in addition to being subject to the above actions you will be liable to PayPal for the amount of PayPal’s damages caused by said violation. You acknowledge and agree that $2,500.00 U.S. dollars per violation is presently a reasonable minimum estimate of PayPal’s actual damages - including, but not limited to, internal administrative costs incurred by PayPal to monitor and track violations, damage to PayPal’s brand and reputation, and penalties imposed upon PayPal by its business partners resulting from said violation associated with fraud or the sale of goods that are counterfeit or otherwise infringe on intellectual property rights - considering all currently existing circumstances, including the relationship of the sum to the range of harm to PayPal that reasonably could be anticipated because, due to the nature of the violation, actual damages would be impractical or extremely difficult to calculate. PayPal may deduct such damages directly from any existing balance in any PayPal account you control."
Sugram22: i won't comment on PayPal any further, also its easy to go against their terms just by accident and get ur funds frozen, i could say this much without getting off topic

good to know. i hope they succeed, its pain in the u know where, cause i can't get past it, well i explained why
first EU need to change or take back the mandate or rule or law or how they called that what tells banks that they won't accept any transition without this

Your steam wallet has steam credits, not actual currency
Such a feature would facilitate money laundry which governments in civilized parts of the world got a thing or two to say about. By the means of obligations.
Be glad that Steam is a video games store, not a bank. I sure AF wouldn't want to submit identification to open a Steam account (or Uplay account or whatever, you get the idea).
i remember Cabal Online has option to buy Item Shop money with bank transfer (Played it long time ago when it was new mmo)
You should never post your intent or what you did in the past.
Steam supports/ed the cashterminal payment method. that process required the account name for some reason, afaik
that your normal bank would provide something like this is quite unlikely. it would be more likely that they just sell wallet codes to redeem on Steam.
if not i hope they make it a option
