It really depends what you mean. DO you mean best animations with most satisfying sounds that line up? Or best mechanics that feel satisfying from the results? Or something else?

Spidermann is good to, but is lame compare to batman in combat.
Someone already mentioned Bayonetta and I can definitely agree that it has a nice hack & slash styled gameplay. If this is about hand to hand / martial arts combat then I'm also very pleased with Dead or Alive 6, even though the DLC cashgrab is just ridiculous. But the fighting mechanics themselves are IMVHO quite good, as well as the graphics.
Oh: Nier:Automata is also a thing. I personally don't really enjoy the game mechanics because it has no decent saving mechanic at all, so you easily risk dying in the starting level during a boss fight and then having to replay the full one hour mission (real time!) from the very start. Yaaaay. Utterly stupid, and then I'm being friendly. However..., it's definitely fair to say that the gameplay itself is pretty awesome. It's fighting with all styles rolled up into one game. 3D, 2D'ish platform, at one point you're even looking at the action from above! I seriously despise the IMO utterly braindead lack of a decent saving mechanic and therefor don't often play this one (let alone be bothered to buy the sequel, lol!) but even so.... it IS fun to play and the fighting is really well done.
But then we also come into the range of armed combat... and for that I really enjoy Arma 3. Especially because that can go either way: tactical fighting or straight out warfare.

Also Sonic Frontiers, which is on Steam and is massively positively received, has some excellent combat
I wouldn't say it has the BEST combat but it's a great game and the combat is very satisfying and the fact it's overlooked and often quite cheap makes it a great purchase.
