Custom Steam Skins

Is there any way to change the ACTUAL steam UI instead of just the borders of it or is it like, a fixed (and locked) browser type thing?

Steams current native Skin support does not do it for anything else but the "borders" as libraryui and friendsui became essentially browser windows displaying a website.

you can skin these and it should be an awful lot easier since it is just html/css, it is just that not many actually do it these days anymore to begin with.
