Report a translation problem
They banned Rape Day because it was a troll game that the developer only created to stir things up, not because of the content.
And since then they introduced a 18+ category for pornographic games.
And fictional rape is nothing unusual in pornographic fantasies and does not break any rules.
Just as fictional murder does not, a activity the majority of Steam players follows with great enthusiasm.
Also, not really a crime ever to have those games here.
Not sure why you think it's worse than murdering civilians in that one Call of Duty level.
With all due respect but I'm having a hard time understanding the hypocrisy here. People getting killed or mamed apparently isn't any problem, people getting raped... now we suddenly need to drop the banhammer? Sorry, but I think that's utterly stupid.
It's all virtual violence, and of course it's all despicable if it would happen in the real world. But it's virtual, fantasized. Not to mention locked away unless you enable this content yourself.

About PlayMeow... not all of their games involve rape, the most notorious one here though would be Natsuki's life in prison. I happen to own that title & played it. And indeed, it starts off pretty dark. But what complainers such as yourself always forget to mention is that Natsuki also overcomes the whole thing, she manages to get out of there and turn the tide around. It's not just a rapefest story, it's a story about a strongheaded brave girl who gets into a horrible situation and yet still manages to overcome her fears and anxiety and manages to best her attackers.
The only difference is that the game touches sexual contents. Same can be said about Law & Order SVU.
First off, as others have said if you see something you think has breached the rules, first CHECK the rules to see if this is so BEFORE reporting. And try to be honest, not puritanical. YOUR metrics aren't in question here, but what VALVE says their metrics are.
And then if so, report it.
But do note, if they don't take it down, it's because you were wrong, not anything else. Live with it.
Do note that in places like America where there's certain relgion and puritanical silliness, do understand that doesn't apply to a lot of the world and Valve is an international platform too.
Bottom line you are NOT goign to change things. If you don't want to see such things, don't enable the function to do so. There are options in the settings.
And just in case you think of it, please do not make the "think of the children" argument. That never ends well. Just a heads up.

It's not just extrem examples like Manhunt where you are a serial killer taking kills for some sort of goal, but even with more innocuous things.
Games like Ribbit King - a cutesy fantasy gold game where the clubs are hammers, and the balls are actual frogs. If that were real that'd be pretty aeful, but it isn't.
Fnatasy is perfect acceptable and it's important to be level headed about it.
Never played cod, but I don't think cod players fap to dead bodies and have that type of dark fetsih kkkkkk
I know a few rape victims, they wouldn't get offended by Steam having these games.
I trust their opinions over random people here.
