No. Valve does not get any money from key sales.
Depends on the site. An authorized reseller buys the keys directly from the developer.
Some shady sites will scam the developer(s) by using fake/stolen credit cards and such to get keys, then sell them. They may even have a contract, but never pay the developer.
Hence why it is best to stick with well known sites.
Just to add here, if you don't know the difference between actual key sellers and the dodgy ones, a simple way is to go to this site:

They list a whole load of places that are LEGIT that sell keys. So any there are OK (typically HumbleBundle, Fanatical, Green Man Gaming, Amazon and so on).
Any of the others you might hear about expect them to be dodgy. And don't forget you can always ask here. and if the seller you're asking about displays a load of blanked out characters on here, then rest assured it DEFO is a scam site.
