This is ridiculous.
So like many people, I bought Elden Ring. I had some money on my PayPal account, so I used that during the payment process, but there was an error that resulted in my bank account being charged instead. I reported this to both steam support and paypal, I made it clear I did not want a refund for the game, only that I wanted the correct payment method charged. Steam told me they couldn't help me, Paypal said they needed to look into it.

Fast forward two weeks. Today I recieved an email from paypal saying they 'decided in my favor' and are refunding the purchase. That's not what I wanted or asked for. At the same time I got an account alert on steam saying my account is locked due to PayPal disputing the charge. So now the game is revoked from my account, and my steam account is unable to make purchases so I can't purchase the game again with the correct payment method.

I made it clear with both organizations that I did not want a refund. That I only wanted the glitch that happened with the payment method fixed. It's been 12 hours since I submitted the request to unlock my account to steam, haven't heard anything back.

Presuming you had the money in your bank account, why does it matter?

that is the only way to remove the lock on the account. what paypal did was a chargeback and chargebacks cost companies money. steam got billed for $100+ because of the chargeback.

your paypal account is most likely permanently banned from being used on steam because of this.

You should of just refunded the game and then purchased it again using the correct payment method.

You will either need to reverse the chargeback through paypal or contact steam support and work with them on using a new form of payment.

If you do not reverse the chargeback you will most likely have to pay additional charges and fees that steam accrued because of your charge back.

It wouldn't be the first time that Paypal screwed over one of their users. However, Paypal may have done what they did because they found the error was on them and to protect themselves from litigation decided to protect you by correcting the error which meant disputing the charge.

Steam will not just unlock the account based on your word that you had no ill intent. You'll have to work with them to see if there is a possible monetary solution. If it was a regular credit card chargeback, you could call that bank and instruct them to reverse the chargeback. Supposedly you should be able to do the same with Paypal but I've read that they don't do that.

Furthermore, I've spoken with PayPal, and they've stated that their dispute department has attempted to contact steam multiple times to correct the original problem. It was steams failure to communicate with them that resulted in them just refunding the money, and they say that only ValveCorp can fix it. Neither Steam nor PayPal want anything to do with this, but i'm the one getting screwed.

The monetary solution is that i'm trying to buy the game again. Right now I will buy the game again if they unlock my account.

Paypal is a bit notorious for claiming Steam is to blame.

Steam doesn't work with Paypal, so, it's all on Paypal's end.

I don't know how to fix Paypal's mistakes, but I can only hope Steam does somehow work out for you.

Apparently, they have lessened the chargeback penalties.

Steam likely blocking you from buying it again as on there side they may think it may be a stolen payment method there for even paying on the same way may be risky on there side to accept

So guess sadly you are stuck between PayPal and Steam to resolve it
Over all I will say try to get a transaction number from PayPal and send that to Steam asking them if they can help you on this to solve the issue on this case with PayPal (if they can talk to them that may be good)
Not sure what else you can really do in this case

Well I can't work this out with Steam if Steam won't talk to me. I've contacted PayPal and they state they cannot reverse a claim that "You already won". The only way Steam is getting it's money is if it lets me purchase the game again.

No it is not. Read the thread. Paypal did a payment dispute.


From what Ive seen, op contacted PayPal but paypal opened a case. Which can be seen prior the decision can be done and op never saw it. It's all listed in resolution center and he could have cancelled the process.

I feel tho the op used the transaction history to contact PayPal rather than use the support messaging, which hence opened a case automatically.

He need to contact valve and PayPal to reverse the chargeback.

What exactly does Valve has to do with it?
They povided you with the goods you purchased. That's their part of the business done.

PayPal - and only PayPal - is the one handling the money. They are your middle man handling the transaction. Steam is receiving money from PayPal, they neither know nor care where PayPal got the money from.
PayPal is a huge company and their support is pretty much just following a wizard not unlike the one you can find on Steam. Somebody there understood your problem as you having a problem with a Steam purchase instead of PayPal interna and did the thing the wizard told him to: contact they merchant.

What does valve have to do with it? They locked my account and are not allowing me to actually correct the purchase. The only thing i'm requesting of them is to unlock my account so I can actually pay them for the game.

I contacted Steam originally to let them know that there was an error in the payment process and that I was trying to fix it, but they refused to refund the game despite me willing to buy it again immediately, with their reason being I put too many hours into the game already for a refund.

Customer support from both companies have been lacking.

Did you try to open a new manual ticket with Steam after you got the account lock?
You will need to fix the charge back issue before they will unlock your account.
