Valve is not your daycare. The average age of gamers aren't children. Parents can manage their own children. And the things you're concerned about are subjective, as are your puritan attitudes. You're free to have them. But you can't really expect random companies or industries to enforce your values.
A lock any child who can subtract twenty years from the current year can bypass.
Use the existing parent controls. And ground your kids for a month if you catch them doing something you know they shouldn't be doing.

I saw the one you are talking about. It's a mini-background. It's pretty blurry when you look at it used. Not used, it's not nearly as bad. Though I can see what you mean. THOUGH....
I have to ask you about your spread legged furry mini-background. It's blurred and hard to tell what is going on, but very suggestive. Sure it's fur, but still naked. I love the Neko Waifu stuff. As you can see from my background. I don't think that steam should get rid of this stuff though. I think (and this might already be in affect) that background/minis/avitars from adult games. Should also be locked behind the same locks and barriers that adult games are. I would never wish for them to go back to the old ways and remove adult content.
In the end, it comes down to parents and guardians to help guide and decided what is acceptable for anyone under 18 that gains access to steam. Since you have to be 18 to make an account (last I checked). Then you have to be an adult. If you allow anyone under 18 to use your account. You are responsible for what they see. NOT STEAM!
