And I say this because I never had such issues during the years I've been on Steam, so it definitely isn't some global bug or something. Otherwise more people would suffer from it.
perhaps it might your internet or something? tried restarting your pc for example?
Make a shortcut to steam, right-click and click properties.
Under the Shortcut Tab, in Target add -websocket
e.g. Target = "C:\Program Files (x86)\Steam\steam.exe" -websocket
Launch steam from there.
Me and my friends suddenly been having this issue and it seems to solve it.
Go to your steam install folder. Delete EVERYTHING except steam.exe and your steamapps folder (where your games reside). Then run that steam.exe and it will reacquire all the necessary files, fixing any corruption or weirdness.
If the issue still persists then it ain't your Steam installation.

Try change Download zone, but that wont work if its your ISP that is the cause, you try find a lesser congested route to diffrent country. if you even can.
covid-19 all is home and use network, that dont help at the issue.
Sometimes my pages look like basic html pages with no css. Cannot sign into friends and have done a clean reinstall aswell.
Been getting the same error recently. Happens when i restart steam too.
