i know how to report, thats not the problem, the fact is i spend over half my freaking game time putting in reports, and even go back to check and im finding ALOT of people breaking rules and TOS not being banned, i still will see them playing on steam.
Epic Games owns the game and they are the ones you need to contact.
1) they are playing on steam
2) cheating is breaking TOS while playing on steam, there for it is their duty to ban them and lots are not being banned.
Steam is a store and has no duty beyond providing the game to you
Steam is not responsible for cheating in games unless they use VAC and even then developers are themselves reponsible for reporting and submitting cheats for VAC to detect
Rocket Leauge doesn't use VAC thus Steam is not responsible for banning cheaters
Epic bought Psyonix and are the parent company, in turn they acquired Rocket league.
The TOS you agreed to was with Psyonix. https://www.psyonix.com/tou/ and you know how to report so there really is no issue and finally Valve cannot enforce the TOS for any game they themselves did not create.
2) See point 1. Valve will only ban people in games that use VAC, otherwise it's all up to the game dev.
