Why does clearing steam download cache not actually clear my download cache?
wanted to have a game download to start from scratch and clearing the steam download cache twice still made it resume from where it was last at? anyone know why and how to fully clear cache?

files are no longer "cache" if they were fully copied to their working game and install directory, which is constantly done while installing a game.

rightclick -> manage -> uninstall and install the game in question again if you wanna redownload it for whatever reason.

so updates don't clear but full downloads do?

Not completed files get cleared, and the steam data of how much was already downloaded also get cleared but it verify the files it already have again so only broken that get fixed.
