Most Halloween sales have been this short. Only the 2017 one was a bit longer. There have been some that were shorter too.
Halloween was never really a big event.
Looks like some Halloween items came up in the Point Shop. I suggest checking it out.
It once lasted 6 days in 2017, all other instances since 2012 were 3 or 4 days.

So are users. This isn't a proper "sales complaint thread". I mean, no caps, no swearing, no over exaggeration. It's like you don't even try.
2019 started on the 28th, which confirms that for some reason the sale started even later this year.
Its almost like Valve doesnt understand that people play horror games leading up to Halloween, and not for only two days xD
4 days, 5 days, 4 days, 7 days and 5 days of sale. I'd say than out of a single year the length has been quite stable swinging between 4 and 5 days.
And it's always been a minor sale, with mostly a banner artwork and no event related outside of the games having Halloween themed events.

29 October 2020 — 2 November 2020 - Base line for days for sale
28 October 2019 — 1 November 2019 - Same
29 October 2018 — 1 November 2018 - Shorter
26 October 2017 — 1 November 2017 - Longer
28 October 2016 — 1 November 2016 - Same
29 October 2015 — 2 November 2015 - Same

I see many that have the same amount of days for the sale.
Some have even stared later, such as 2014.
2018, 2015 and 2013 all start on the same day as today.
The Halloween sale starts around Halloween. I haven't looked at the calendar for specific days, but I have a feeling they start on similar days to the weekend around Halloween.
Checked the calendar now: Seems they pick the first two days of the week or the last two, depending on what day the 31st falls on. That explains the fluctuations.
Away from Covid more people would be going to real world Halloween events on Halloween itself so fewer people may actually be gaming on Halloween (maybe wrong on that).

I would have to disagree.
Halloween, Fall sale then Christmas sale, that would be too much. I am actually wondering if a Halloween sale should even exist, to be honest.
Then there are the other events they are sneaking in, such as the board game event and fighting game event, all of them having sales. Win in 10 days of the Halloween sale ending, an event with another sale starts.

or do what Epic does and have a sale + a good reward. Yeah what theyre doing is not going to last forever, but its much more appealing than what Steam is doing/not doing

And there is ZERO evidence of that. This question comes up fairly often (usually every bloody sale). And as stated by certain mods at the last sale, the data shows the sales were marginally increasing in value and discounts.
So no, I doubt you're correct OP.
The thing is with perception is you lie to yourself. Over time especially, you ignore the misses and remeber the hits (or vice versa depending on your stance).
This is why people think that "things were better in the old days" and "bad things happen in threes" and so on.
Understand human nature and you can avoid this.
Now have the sales changed markedly? Maybe, but it depends what you mean.
I've got a lucky perspective here as I've been on this account for over 9 years. But about 5 years ago when I retired, I walked away from PCs for a while, only returning this February.
So I have a unique perspective on things, and can say no there's largely been no change. The discount data is improved marginally as I've already said.
The only slight difference you could argue is that the meta games and givewawys etc are not as generous as they once were, but there's a VERY clear reason for this - abuse.
So sorry but I see no eivdence of this on the whole.
If you consider none of the events in the last few years good then you really are just one of those people who can't be pleased.

And? Still no reason to extend the Halloween sale or start it early.
Most seem fine with it as it is. You can't change a sale around a few people as there will always be people wanting it to fit their schedule.
One good thing about Valve looking at the numbers for confirmation on how things are working out.

To add to what I said about human nature and memory, I feel a lot of people nowadays lack basic empathy too. Not just in saying things like "why is this game on Steam?" but with things like this.
Isn't it more reasonable to conclude that - assuming there WERE merit to the OPs claim - Valve would have a wealth of data to base their actions on and you are just not seeing that than you being the fount of all knowledge? It boggles my mind why so many people still think this way.
