Use them elsewhere? Like not online?
They work fine online. Everywhere in fact that's not Steam. Problem is, my Green Dot card used to work just fine, I've made numerous purchases on Steam with it. This crap is recent, and Steam claims it doesn't exist. I just finished an almost hour long session with Green Dot help, and this is what I was told by a supervisor:
I don't know what the hell changed with Steam, but I would love an explanation. I can buy the same damned game I want on Amazon right now for a couple dollars more, and other than having to wait a couple days, at the most, I can make the purchase with my Green Dot card, and get a hard copy of the game, without having to deal with this Steam ♥♥♥♥♥♥♥♥♥.

What often happens in cases like this is fraud of some kind or some other problem.
Typically, when a payment provider is accepted by a vendor (like Valve) if things go awry, like a payment is returned or fraud happens, not only does the money get taken from the vendor but they get a fee too (iirc, the bottom most basic fee is $35 or so per transaction).
If enough of those happen, you could be right in the ♥♥♥♥. So what typically happens in these cases is when a few start cropping up either the vendor themselves or their bank flag this payment provider and put a hold on it to prevent further problems.
And for this reason you will NEVER get a statement from anyone because in doing so it can help scammers.
It's much the same reason as when you make a card payment online and it fails you typically get a really generic message like "there has been some sort of problem". It's deliberately kept generic so as not to help scammers.
So that's why.
Valve have had problems with providers in the past and some come and go. PaysafeCard does in some regions. About 6 or so years ago Paysafe in Eastern Europe had a bit of a data breach and even though it was widely used, they were kicked off here for several months until it got irnoed out.

Yeah, if there's going to be issue elsewhere in the outside world, then it's fair to indicate that this could be they're pretty ♥♥♥♥ service, and maybe should be avoided.
Sadly, this is one of the things that everyone really should imprint in their mind when considering such things.
We see it a lot on these forums - why do I have to wait x days for this cooldown, why do I have to verify this and so on.
It's because of arseholes who fleece the system. We have to jump through hoops. So I always advise anyone - if there's something that seems off you have to do to get what you want maybe consider it's a security measure first.
Although I reinforce what I said about that card - sounds like they could be running things very poorly.
If all else fails get some other form of payemtn, even if it's not accepted on Steam and run it through Paypal
