what was old steam level colors?

As seen as here 22 is both blue and?? purple?
was the colors for levels different in the trading cards beta or this was just random colors to explain it how it works?

at the time Steam level was launched with trading cards and badges, it would have been impossible to even get to 40k xp for weeks after. it needed 2 months until 100 games had trading cards.
