It sounds like something on your PC is deleting Steam files or your files are being corrupted
It really should not happen
One thing to try is to exit Steam before you turn off your PC sometimes closing Steam from outside can corrupt some files that will make it "forget" games and login
If they're not showing up as installed then you are either incorrectly shutting it down, or something is blocking it.

Your PC is what's causing this, a program is not allowing Steam to run correctly. And also as stated above - if you shut down incorrectly Steam will sometimes get broken outright, but that's a different issue than you talk about.
