What's steam policy on modding game files and using software like SAM?

I'm talking about single player games with no anti-cheat obv. Just curious if steam has a direct no-no to such things or it's okay with it as long as you're not trying to cheat in multiplayer games.
For instance there are games that do not support workshop, but yet they have mods is okay to mod them from steam policy pov?

i use nexus mods on some of my games and have never had a problem. i also alter the files of several games, same thing, no problems

There's no issue with changing game files, as long as you're not trying to cheat in multiplayer; that could cause people to report you and such. But local gameplay is fully up to you.

Steam doesn't care. That does not mean the studio behind the game has the same attidute. Payday 2 used to ban you for using SAM. Dead by Daylight I believe still does.
Modded files can also trigger a VAC ban.

If they start caring, they will have a rule. Up to then it's use at own risk. Nobody knows how things will change.

On singleplayer games and just singleplayer, none at all, online things like online are iffy, but some games do allow mods [Payday 2]

So what you're actually asking for is for someone to be a clairvoyant.

Again steam doesnt care. If you're asking for someone to predict the future, you're gonna be suprised that someone with that ability isnt going to be using it for something so banal.

What I was asking if there's a rule against it that almost nobody knows, because steam doesn't enforce or care about that rule.
