Alan Wake has latam this as a separate depot and latam is mentioned on the storepage and everywhere neccessary.
afair the game does not use Steam as its language selector, so you will find an option to change ingame or in a config.
Doom 2016 i can not see anything that the game has latam support.
but as said, contact the product owners. Steam/Valve can not do anything.
