You unlock a profile showcase every 10 levels and get a badge for each set of cards you complete.
I also think you have a slightly higher chance of receiving a booster pack.
The only advantage is for every 10 levels you have a better chance of getting a booster pack. For example, a level 80 will have a better chance of getting a booster pack than a level 12 but booster packs are only worth a few pennies each so who cares.

And furthermore, and this may sting for some people, but there are some users who will refuse to add people with low levels on their account. This is mainly due to the massive amount of bots and scammers on Steam that have low levels.

there is absolutely nothing I've seen in writing that restricts valve on how it uses the information you provide it.
in fact valve explicitely says if you give it personal data it can use that data more or less how it wants to try to sell you stuff, it can share your data with others, etc.

-password
-system specifications
-country (definitely) and maybe state or district or province (or in case of Chicago the city due to it collecting e-taxes)
it doesn't need anything else. it WANTS the other info but valve wanting info doesn't provide a valid reason for you to give it.
community ambassadors badge is the 'I don't know how to keep my private data private' badge.
avoiding Csgo or Dota types of games is how one avoids scammers or bots.
You can create a steam group and name it as your extended friends list for free and add ppl that way.
The whole lvl thing is a marketing ploy to garner information from the user such as community ambassador that wants your phone number etc, waste of money and it makes the client appear to bloated and tacky

If gaming on Steam is your primary social activity your profile page is effectively your public visage to the community. All the various additions available on the profile are generally available by activities incidental to gaming and don't need cash purchases. So people appreciate more tools and options to improve it.
But yeah, money spinner for Valve. Genius.

Anyway, your argument makes 0 sense because you don't need do everything to get the badge. If you don't want to give your phone number then don't, you can still earn the badge.

if you go to your user name above, click it, click badges, and then look it will show "community ambassador" badge. in order to get that badge you DO need to give your phone number.
which part of this is hard for you to understand?
the information you willingly give valve can more or less be used however they want to use it without any restriction. as per the privacy agreement we all had to agree to in order to use steam.
