Alternately, it's the bottom option when you're in your "edit profile" screens.
Or you can just bookmark the link: https://store.steampowered.com/points/shop
The best way to do this is to go to your profile (click your icon in the upper right corner), then click on the "Edit Profile" button on your profile (also upper right corner).
If you scroll down in the menu on the left you'll find the option to access the point shop. I prefer this method myself because after the Summer event is over the links on the store pages will probably be removed (or so I assume), and this seems to be the official way to always go there.

Except bookmarks don't work on the client.
But that's SOOOO Valve to hide such a feature where no-one in their right mind would ever look for it. I mean, the summer sale will end soon and the link on the storefront will probably go away with it.
It doesn't matter if you can't bookmark something in the client, you can still access it through a normal browser.
