If I buy a digital steam gift-card through steam..
will my friend get Summer points when they use the gifted wallet money?
or will I get the points?
or will we both get the points?

Your friend, but only if they use the funds to make a purchase on the Steam store (games or dlc). No points are given for purchases made on the community market.

Wrong
The buyer of the digital gift card will get the points on checkout and the other one using the wallet will get nothing

That's odd to me since a card is a gift for someone meaning it should be treated as their money. Sorry for the mistake, I wouldn't mind additional confirmation.

the purchaser of the digital gift card has spent the money on Steam.
the receiver has spent nothing and that money will also not count towards anything.

same thing for limited account $5 counter

Purchasing a Steam gift that is equal to $5 USD or more from the Steam store (Receiving a Steam gift or digital gift card from a friend doesn't count)

Yeah, that's how gifts work, you purchase something for someone else. Would it be so weird if it worked like I thought originally? Like say you buy someone a Steam card from Gamestop, the person using the card would get the points in that scenario even though they didn't spend the money, which makes perfect sense to me since they were given the card (wallet funds) to use as their own. I'm glad Beatz corrected me though, because I don't want to spread bad info.

Limited accounts work totally different than the point system.
  • Spending wallet funds never contributes to unlocking a limited account, but adding wallet funds does; obtaining points works in the opposite.

  • Spending $5 on the community market can remove account limitations, but you can't get points for buying community items.
