But some dont bother and just ask the same price in all the region shops.
Nothing much you can do.
So what is your account store set to?
https://store.steampowered.com/account/
You can check that here.
May i ask what currency the Nepalese shop uses? And if you buy a game, does this game have some region retrictions? Should be a orange banner on the store page, something like " this game can only be played while in the following countries bla bla bla" with a list.
If you have something like that we could further corner the price region you are in.
it is not a hard discount on everything. as already said, pricing is done by the dev/pub for each product and they have to enter a price for every currency and currency region.
Nepal's currency is NRs which is nepali rupees, but steam didnt have the currency as one of the region based, but recently ( https://www.neowin.net/news/steam-games-will-become-much-cheaper-in-select-regions-soon ) they added or plan to add our currency among others according to the article, and this today, the price for pubg suddenly chnged so i thought maybe they implemented the new currencies. like i said, we pretty much currently have to buy games in us dollars base price which is really expensive lol
Seems that way.

nepal belongs to a price region that uses usd.
you will use usd on steam, yes. seperate pricing, not necessarily a cheaper price. Valve communicated this in an email as "discounted usd price" and their price suggestions fill the price field with a cheaper usd price then the original usd price, but in the end it is up to the pub/dev to define the prices.
since this is no secret, here is the tutorial video for Steam Partners on how they enter and update their prices on Steam.
