I get my max of about 924 mb/s using different download servers. D.C. might be closer but Vancover is better.

21.6 is lower than what could be possible on your connection but not by as much as you may be thinking.

400 mbps only works out to 50 MBps so you are getting around 173 mbps.

As for why could be disk write speed delaying things, antivirus scanning, a cap by your provider below your standard one or just a weak link somewhere in the connection path between you and the servers.

Unlikely its been capped at 21.6 for weeks. Seems too consistent to be a steam issue. I also reset windows, it fixed the other issues of origin uplay downloading at slow speeds. They now hit over 30 close to 40. My browser downloads were also throttled to 3 mb/s now they hit over 30 as well, except steam. Maybe something on my system I chose to keep my files during reset.

So not just me then? Resetting windows fixed the issue for all other downloaders like Uplay and Origin and my browser downloads. But not steam still capped at 21.6. It does briefly go over but ramps down fast as if it hit a wall. Very strange It has to be steam I reset my pc so it cannot be that especially since it fixed the other issues.

So it isn't just me...I reset windows because of this. It did fix other downloading issues but not this. Steam needs to get it together.

Steam downloads are not solely limited by your download bandwidth but rather your cpu and storage device.
steam downloads are not "throttled" and this excludes your ISP traffic shaping you.

you can have 3 heads with 15 ears, it is never just you
but you are in the same boat as many other misinformed that found the easiest understandable entity to blame for their problems.

Here's a tip: go to Steam > Settings > Downloads and enable "Display download rates in bits per second" - it will make your downloads look much faster :)

Get a better ISP then, Here's my usual download rate on a 350mb connection.

Steam is throttling, I switched from NY server to Minneapolis and speeds when up to about 35 still not where it should be, then I tried Philly, capped at 21.6, same with Pittsburgh. So yes Steam is doing something. I used to hit speeds in the 40s.

And here I sit getting about 850 mb/s on my gigabit connection. Mostly due to other devices using the same network.

I had this issue too. Maximum download speed 4,5MB/s. I solved the problem in the following way. Go to https://store.steampowered.com/, download the SteamSetup.exe. Then simply install it over the existing Steam installation. Start done.

Installation runs with 50,8 MB/s. :)
