Really slow download speed

I have 1Gbps internet but steam barely tops at 17-20 mb/s. It's the same for every game, except some of them go even lower than that (under 10mb/s). I recently downloaded GTA V via the Rockstar launcher and it downloaded in 15 mins, it stayed above 100 mb/s the whole time.
What is going on here?

if the wifi is use all the people in the house the speed will be slow

Steam servers may be saturated.
It's not guaranteed that you will have the same download speed on all services.

some games when you download them at first you will find them so slow then it will countion normaly sorry for bad english
