This is the only source. If it's not true, I'll be very relieved, but I'm a worry wart so these things make me nervous.
Windows XP? The same windows XP that has been discontinued and does not work anymore for steam.....
Also it says access to VALVE's catalog, not STEAM's catalog. That is a VERY big distinction
Valve have been talking to numerous credible and genuine media outlets in recent weeks and they haven't said anything like this. Just trash site looking for clicks or trying to create a rumour that if in the future it becomes true, they can claim they were right.
If this was a real piece of news it would be all over the real media.
