Game Beta Tester

Does steam have a program that signs you up to become a video game beta tester and it automatically downloads games to your steam account when a beta test comes available for you to test the game? An associate I met said this existed and they beta test all the games before they even come out on steam without owning them. This sounds like bull since I have been trying to google and the only thing I found is Client beta test which has nothing to do with games. I am just wondering if the community can inform me of something like this maybe.

If you want to be a "beta tester", you don't get to play the upcoming games. You get to play one small section of an upcoming game. Repeatedly.

So what an associate said is basically a lie then? It doesn't exist for steam like that?
