That would be off-topic. It is for discussion that don't have a specific forum.

Yes, it's Steam. Pretty much the whole discussion boards is about "pc gaming in general".

If you want to read or discuss stuff about Steam in general - Steam Discussion.
If you want to read or discuss stuff about Steam Community - Steam Community.
If you want to read or discuss stuff about Hardware - Hardware.
If you want to read or discuss stuff about a specific game on Steam - game hub.
If you want to read or discuss non-game specific problems - Help and Tricks.
If you want to read or discuss anything that doesn't fit into one of the specialized boards or has nothing to do with "pc gaming" or Steam in particual - Off Topic.

This isn't some gearhead forum with a megathread about pc gaming. The whole platform is about pc gaming.
Even reddit has several subreddits about pc gaming with various threads in them.
