Well they only count money spend directly on Steam for the tokens. Wallet codes or PayPal or similar.
Key activations do not count.

Unlikely. I have a friend with over 5k games on Steam who spend nearly 30k money here.
He got 5k token, just like myself. 5k is the highest you can get.
