What game are you trying to download and what seems to be the issue?
The refund it's self, depends on how you asked for it. If it was for wallet funds, then 24 hours after refund is approved. If it was back to payment method, it can take up to 14 days for the refund to be reflectd on your statement.
If the refund was requested and approved the same day, then it will not show as a refund, but the charge will simply be removed from your account.
Just don't do that.
If you are fine with an account lock, sure.

The cards are non refundable. If you purchased them in a bundle, the whole bundle is non-refundable.
If you initiate a chargeback, Steam will lock your account. As will every other service.
That will get you nothing. Just make sure you know what you are getting yourself into.
Money is removed from your acount quickly, yes, but your bank holds onto it for a while before Valve gets it. It can take up to two weeks before Valve can even see a peny of the purchase in their own accounts.
You will get the refund if you qualify for it. The rest is time between banks and not something that Valve can control.
